Although I am sure it is purely accidental, he did make one statement which is arguably true.

The Bushmaster really is accurate at nearly half a mile. Since that is 880 yards, then say 700 is nearly that and it shouldn't be too hard to hit man-sized targets at that range.

The AR-15 series rifles in my experience have been unusually accurate, in fact maybe even bette than your average bolt action. Using heavy bullets in the 7 inch twist barrels and they will group pretty well at 700 yards.

Accurate, yes, but there is a good reason snipers prefer big heavy bullets at 700 yards and not the tiny 62 grain .223.

I know the U.S. has always (well since 1900 or so),used 30 caliber rifles for long range precision shooting until recently. I think they are using heavier calibers such as the .338 and 50BMG now in addition to the 7.62.

Oddly enough, I think a high powered .22 such as the 22-250 using heavy bullets might make a fine sniper rifle if the twist was fast and the bullets were say 70 grain.

For that matter about any high powered rifle using heavy bullets of great sectional density and good ballistic shape should do fine.

One of the reasons the 6.5 Swedish Mauser did so well in long range shooting is because they loaded them with long heavy bullets with a fast twist.
