Pennsylvania had a liberal Democrat Congresswoman named Mizvinsky that had a husband convicted of criminal wrongdoing with other folks money. She lost her seat after she sided with Slick Willy and his co president on some issue or another. Maybe a tax hike?

Probably was a tax hike.
She was from the 13th district, a swing seat, in the Philadelphia suburbs. Schakowsky is in a Cook County seat that the Democrats would win if they exhumed Stalin and ran him.

Schakowsky carries on that tradition in Congress with efforts to...to protect consumers from predatory lenders.
Now I understand!
Her husband had to kite the checks, because the predatory lenders (evil, crooked Republicans, all) would not loan money to honest, champion of the people Democrats fighting for social justice, blah, blah, blah.
It is Bush's fault!
She graduated from the University of Illinois in 1965 with a B.S.

I think it's writing a check when you know there isn't enough money in the bank to cover it. It's using the lag time between when the check is written & when it gets back to the writer's bank to spend money not in the account. Thing is...it doesn't always work & the check bounces.
