That's the only "end game" I can see. The fanatical muslim jihadists could care less if we nuked Cairo or Damascus or Teheran in a WMD counterstrike. "More martyers for Allah!"

They only care about the sacred black moon rock, and a few other "holy sites." Those are the only counterstrike options that might give them pause.
