Both elections you cite -- 1988 and 2000 - had no incumbent president.
The re-election of an incumbent president ultimately becomes a referendum on that person's record in office. In 1980 Carter tried to "demonize" Reagan, but ultimately it was the failure of the Carter presidency that made Reagan an acceptable alternative to the country.
Bush will be judged ultimately on his record -- terrorism, Iraq, the economy. All the attacks on Kerry -- ultimately -- will either bolster or contradict any voter's assessment of the Bush record.
