For one thing, Clinton isn't President anymore, Bush is. It's up to him to recognize the issue and take the necessary steps to make things right.
Well short of any ban on outsourcing (which probably wouldn't work) there are a number of things that I believe we could achieve a consensus on. For instance:
Protection of the privacy rights of American consumers.
Protection of intellectual property rights.
Reciprocity - i.e. no outsourcing to countries that unreasonably restrict or prohibit American imports or investments.
None of this seems to be on the administration's radar scope.
