In 1992, I waited 5 hours for the NYPD to show up at my house after some 6 neighbors and my self called in about a carload of crooks trying to steal my neighbors car.
We caught them in the act and chased them, resulting in the perpetrators crashing into 3 cars on our street before getting away.
Despite multiple "crime in progress" calls, the "police" did not show for 5 hours.
I shortly thereafter moved to Miami and bought an AK-47 and a Makarov.
I don't even need them here.

CTs have been proposing this is orchestrated. First several bridges in and out of NYC and Hi95 are isolated and closed, then 911 disrupted, signaling a terrorist attack on an isolated target.
IMHO, significantly underquantified, but then again crashing a couple of planes into a couple of buildings to topple a nation weren't the most brilliant strategies either.
Might be prudent to keep an open eye for out of the ordinary events around NYC.
