It is a LRAD, Long Range Acoustic Device made by American Technology Corp (ATCO). Their web site is atcsd.com,
http://atcsd.com/pdf/LRAD.pdf is the literature for LRAD. The sound DOES NOT drop off at a distance the way normal sound does, the energy is focused, it does not go in 360 degrees, like a flashlight.
