I heard that on the news yesterday! What about importing young people from other parts of the US who are willing to work where the spoiled rich kids on the Cape are not? Why do we have to import foreigners when there are probably kids right here in this country who need summer employment?

Damn good question. You think it would be hard to get kids to work on the Cpae for the summer? Cripes.

It's the disconnect between the new college summer break and the tourist season on the Cape & Islands. US college students begin their summer break in May - before the start of the'season'. Then they go back to school in August - well before the end of the'season', which at least for Nantucket (I used to hire people there for the bank, usually from County Cork, Ireland) goes until Columbus Day.
The needs of the employers do not fit well with the US student population.
