I saw this guy the other day during an interview; he was starting an IT firm and needed people, consultants told him to take his company to India, that there he could pay his employees $40,000 in stead of $80,000. So the guy puts an ad in the local paper offering jobs for $40,000 and had qualified people knocking his door down.

Qualcomm has been hiring for years now. Hopefully they are for real this time. I'm just waiting for Qualcomm to say that they couldn't fill the jobs so they need some more H-1B's.
