I am thinking, inexperienced engineers yielding to bean counters and promoters.
I just finished a job, where there was pressure to restate my findings, they didn't want to admit they had a dry hole.

Prices are determined by the amount of supply and demand for the product which is above the ground at any given time. Restating the reserves of unproduced product has no effect, except on the value of the company.
