It is Rumfield's obligation to offer to resign. Cabinet officers serve at the pleasure of the president and have no business trying to hold their jobs longer than the president wants them. But it's extremely unlikely that Bush would be such a fool as to accept a resignation. It would seriously undermine the War on Terror, and it would be unbelievably politically stupid. It would probably cost him the next election if he did anything that stupid.
Plus, Bush values loyalty and competence. The GOP may have weak spines, but there aren't many signs that Bush does. He is polite; he tries to deal with his political foes; but he doesn't wimp out.
