Not quite... the Doolittle raid DID panic their General Staff into approving Operation MI to secure a better defense perimeter. They REACTED to the Doolittle raid.

Yes the Japanese general staffs reaction was about the same as our reaction when a guy tried to fly a Cessna into the white house. Our military revised their defense perimeter too as did the Russians when the West German flew his private plane into Red Square.

DoLittles raid was a worthless military action in the same league as FDR's plan to drop lots of bats over Japan because he believed the Japs were afraid of bats.
