My cousin was at the Hamtramck city council meeting and called me. The Hamtramck city council just received a petition that overturns the city council ruling on the noise ordinance. This now stops the muslim call to prayer and it must be voted on by the people.

Speaking from first hand experience(living in Riyahd, Saudi Arabia for a year), I can tell you that the people in this city have been spared a MAJOR disturbance five times a day. Next thing they'll want is for the citydwellers to follow their traditions during these five times daily callings.
They can continue to call it vocally of course.

I could be wrong, but it's my understanding that when a petition is presented to a city council, the council has the option of accepting or rejecting the petition. If the council accepted the petition, they would reverse their previous ruling and not allow the caterwauling. The only way it would become a ballot issue is if the city council declined to reverse their previous ruling?

And the added bonus should be voting these council members out of office. It sends a strong message to the next group of council members that the citizens they work for ARE THE BOSS!
No probably not depending if the call to prayer is loud enough that it is deemed a violation of the noise ordinance.
The question I would ask then is if it wasn't going to be loud to begin with why did the City Council go out of their way to exempt them from the ordinance?
I don't know. Would my neighbor's (slightly slurred) call to drink in the garage at 2:40am in a quiet suburban setting result in the cops being called and someone spending some time in a concrete box? Or my neighbor's dog barking at 4:45am result in a call to animal control?
Those that want to pray will be awake. They don't need to call loudly. Those that want to drink will be awake. They don't need to call loudly. Everybody else needs to be allowed to sleep if that's what they want.
