No, they're not trying to do this - in fact, it looks more like an Intifada picture with Palestinian kids running after they've thrown rocks and burned tires or gasoline. Heck, it looks like every picture of urban conflict : burning tires, barricades, teared-down walls, and a soldier appearing in the background.

Well, as I see it, AP has a Muslim photographer covering this story, and he set this picture up.
I think it's blatant propaganda (we're endangering little kids) and I aimed at undermining the war effort.
