I'm in MA. When Dukakis ran for pres, I saw lots of bumper stickers: "Dukakis for President - Get him out of Massachusetts!"

Two things made BJ the President:

(1.) The black vote in Arkansas by very close to 100%, which is clearly what allowed him to regain the Governor's Office.

(2.) Ross Perot.

I should add a 3rd thing, and that is the complete collapse of the George Bush I Campaign in '92. He plain gave up. He did not use the excellent ammunition he had and we are just never going to know why.

Why GWB did not let the electorate know what was on the public record in Arkansas on Bill Clinton shall remain a the great mystery of late 20th Century politics.
