10 people have been arrested in Tyumen Region, East Siberia over charges of terrorism, the RIA-Novosti news agency reported on Wednesday.

The agency cited a source in the regional prosecutor’s office as saying that the 10 people were members of the Hizb-ut-Takhrir-al-Islami party. They were detained in Tyumen and Tobolsk and charged with terrorism and inciting national and religious hatred.

The head of the Tyumen Center of Islamic Culture, Marat Saibatallov, and Imam (Muslim cleric) Dmitry Petrichenko are among those detained.

On February 14, 2003, Russia’s Supreme Court ruled that the Hizb-ut-Takhrir-al-Islami party was a terrorist organization and banned its activities on Russian territory.

It would be interesting if they were near an oil installation. One thought in the back of my mind is note that they hit oil personnel but not oil production equipment in Saudi Arabia and they damaged oil production equipment in Iraq, which makes me wonder if there is a financial backer with them trying to speculate on oil prices as a means of funding their effort?
