Security at the Sofia subway has been boosted after Bulgaria and Poland faced a terror threat this week.

Policemen are stranding guard at every station, while their colleagues in civvies are even taking rides on the subway trains. Melting into the crowds, they make sure that nobody is taking pictures of the facilities or recording videotapes.

The capital's metro railway connects the center of the city - the Central Mall, President's office and other key edifices - with the densely populated district of Lyulin. About 80,000 people are taking daily rides.

Security was stepped up after on Wednesday an Islamic militants group threatened Bulgaria with bloodbath. The Tawhid group identified themselves as the European cell of al-Qaeda.

This Travel Warning is being issued to update U.S. citizens on Maoist threats to use increasingly violent methods, including possible attacks or other actions against American citizens, especially in areas controlled by the Maoists. This supersedes the Travel Warning dated June 8, 2004.

The Department of State urges U.S. citizens to defer non-essential travel to Nepal. Maoist supreme commander Prachanda issued a press statement on July 1, 2004, threatening to use "more violent means" if peace talks with the Government of Nepal are not forthcoming or are unsuccessful. The Embassy has received information that the Maoists may attempt to attack or take actions specifically against U.S. citizens as part of that contingency, particularly in regions of the country under Maoist control.

The Department of State has designated the Communist Party of Nepal (Maoist) as a Terrorist Organization under the "Terrorist Exclusion List" of the Immigration and Nationality Act and under Executive Order 13224. These two designations make Maoists excludable from entry into the United States and bars U.S. citizens from transactions such as contribution of funds, goods, or services to, or for the benefit of the Maoists.

On a number of occasions, Maoists have burned or bombed tourist resorts after the foreigners staying there were given short notice to evacuate. Maoists also detonate bombs periodically within Kathmandu itself. Several bombs have exploded in Thamel, a tourist hub.

U.S. citizens are advised to avoid road travel outside the Kathmandu Valley unless they have reliable information that they can proceed safely in specific areas at specific times. In March 2004, Maoist leaders announced road closures (blockades) in certain western and southern districts of Nepal. However, The Embassy received widespread reports of Maoists forcibly blocking major roads throughout the country, including roads to Tibet, India, Chitwan, Pokhara, and Jiri. Recently, Maoists forcibly blocked all traffic in areas surrounding Pokhara, preventing the departure of tourists for an extended period and causing some to miss their international flights from Kathmandu. Other district centers have been blockaded without warning. U.S. citizens are encouraged to contact the U.S. Embassy in Kathmandu for the latest security information, and to travel by air whenever possible.

Because of heightened security risks, U.S. official personnel do not generally travel by road outside the Kathmandu Valley. All official travel outside Kathmandu Valley, including by air, requires specific clearance by the Regional Security Officer. As a result, emergency assistance to U.S. citizens may be limited. Active duty military and DoD contractors must obtain a country clearance for official and unofficial travel to Nepal.

U.S. citizens who travel or reside in Nepal despite this Travel Warning should factor the potential for violence into their plans, avoid public demonstrations and maintain low profiles while in Nepal. U.S. citizens are urged to register with the Consular Section of the Embassy by accessing the Embassy's home page at http://www.south-asia.com/USA, by e-mail to WardenKTM@state.gov, or by personal appearance at the Embassy. The Department of State continues to warn U.S. citizens to carefully consider the risks of travel to Iran and updates information about the security situation. Due to ongoing tensions in the regions, particularly along the border with Iraq, U.S. citizens may be at higher risk of harassment or kidnapping. This Warning supersedes the Travel Warning for Iran of May 12, 2003.


Tensions generated by the current situation in Iraq have increased the potential threat to U.S. citizens and interests abroad posed by those who oppose U.S. policy. Some elements of the Iranian government and population remain hostile to the U.S. American citizens may be subject to the possibility of harassment or kidnapping. Some areas of the country, including the Baluchistan border area near Pakistan and Afghanistan generally, are not safe for tourism. The Kurdish northwest of the country and areas near the Iraqi border are not considered safe either.


Large-scale demonstrations have taken place in various regions throughout Iran over the past several years as a result of a sometimes volatile political climate. U.S. citizens who go to Iran should exercise caution.


The U.S. government does not currently have diplomatic or consular relations with the Islamic Republic of Iran and therefore cannot provide protection or routine consular services to American citizens in Iran. The Swiss government, acting through its Embassy in Tehran, serves as protecting power for U.S. interests in Iran. Neither U.S. passports nor visas to the United States are issued in Tehran. The Iranian Government does not recognize dual citizenship and generally does not permit the Swiss to provide protective services for U.S. citizens who are also Iranian nationals. In addition, U.S. citizens of Iranian origin who are considered by Iran to be Iranian citizens have been detained and harassed by Iranian authorities. Former Muslims who have converted to other religions, as well as persons who encourage Muslims to convert, are subject to arrest and prosecution.

This Travel Warning updates information on the continuing dangerous security situation in Iraq following the transfer of governing authority to the Interim Iraqi Government on June 28, 2004. The U.S. Embassy in Baghdad was established on the same day. The security threat to all American citizens in Iraq remains extremely high, with a high risk of attacks on civilians. International organizations have reduced their staff in Iraq as a result of attacks, bombings and threats to civil aviation. This supersedes the Travel Warning of June 25, 2004.


The Department of State continues to strongly warn U.S. citizens against travel to Iraq, which remains very dangerous. Remnants of the former Baath regime, transnational terrorists, and criminal elements remain active. Attacks against military and civilian targets throughout Iraq continue. Targets include hotels, restaurants, police stations, checkpoints, foreign diplomatic missions, and international organizations and other locations with expatriate personnel. These attacks have resulted in deaths and injuries of American citizens, including those doing humanitarian work. There is credible information that terrorists have targeted civil aviation. In addition, there have been planned and random killings, as well as extortions and kidnappings. Military operations continue. There are daily attacks against Multinational Forces - Iraq (MNF-I) throughout the country.


All vehicular travel in Iraq is extremely dangerous. There have been numerous attacks on civilian vehicles, as well as military convoys. Attacks occur throughout the day, but travel at night is exceptionally dangerous. Travel in or through Ramadi and Fallujah, travel between al-Hillah and Baghdad, and travel between the International Zone and Baghdad International Airport is particularly dangerous. Occasionally, U.S. Government personnel are prohibited from traveling to select areas depending on prevailing security conditions. There continues to be heavy use of Improvised Explosive Devices (IED) and/or mines on roads, particularly in plastic bags, soda cans, and dead animals. Grenades and explosives have been thrown into vehicles from overpasses, particularly in crowded areas. Travel should be undertaken only when absolutely necessary and with the appropriate security.


The U.S. Embassy is located in the International Zone. The Embassy can provide only limited emergency services to U.S. citizens in Iraq. At present travel to and from the International Zone is extremely limited. The U.S. Embassy does not provide visa services. American citizens who choose to visit or reside in Iraq despite this Travel Warning are urged to pay close attention to their personal security, avoid crowds, especially rallies or demonstrations and to inform the U.S. Embassy of their presence in Iraq.


American citizens may obtain the latest security information or other information about Iraq by calling the U.S. Embassy, located in the International Zone, at: 1-240-553-0584, or by e-mail: usconsulbaghdad@state.gov or via the U.S. Embassy's website: http//iraq.usembassy.gov. WASHINGTON - Osama bin Laden's top agent for procuring weapons of mass destruction was among several key al-Qaida figures who attended the University of Arizona or lived in Tucson during the 1980s and early 1990s, according to the Sept. 11 commission's final report, released Thursday.

The highly anticipated 567-page report also refers to more than a dozen other individuals who lived in Arizona from the 1990s through Sept. 11, 2001, and who were targeted in terrorism investigations after hijackers smashed jetliners into the Pentagon and World Trade Center.

A number of those subjects are now known al-Qaida associates, and some trained at terror camps in Afghanistan.

A report titled "Arizona: Long Term Nexus for Islamic Extremist," done jointly by the CIA and the FBI and dated May 15, 2002, is among the previously undisclosed documents the commission says it relied upon for observations about the al-Qaida activities in Arizona.

Congressional findings and public testimony previously have disclosed that Hani Hanjour, a Saudi who piloted a hijacked airliner into the Pentagon on Sept. 11, 2001, trained at Arizona flight schools starting as early as 1996. He lived mostly in the East Valley, including at one point in 2001 with fellow hijacker Nawaf al-Hazmi.

But the commission report released Thursday goes beyond that, discussing the much longer history of an al-Qaida presence in Arizona, a connection The Arizona Republic previously had reported extends as far back as the 1980s.

Some of this activity predates the federal government's declaration of al-Qaida as an official "enemy of the state" in the mid-1990s.

What is new in the commission report are names of reported al-Qaida operatives who purportedly spent time in Arizona. Specific time frames are not always mentioned, however.

Among the operatives mentioned as having lived in Tucson during the 1980s or 1990s:

• Mubarak al-Duri, reportedly bin Laden's principal procurement agent for weapons of mass destruction.

• Mohammed Bayazid, an al-Qaida arms procurer and trainer who reportedly tried to obtain material for nuclear weapons 10 years ago in Sudan.

• Wadih el Hage, an operative convicted in the August 1998 bombing of U.S. embassies in East Africa.

Those figures were in Arizona at a time when bin Laden was considered a U.S. intelligence asset in Afghanistan, helping insurgents fight the Soviets. Most or all of them left the state before al-Qaida emerged as a terrorist threat to the United States, but they had established a foothold.

By the mid-1990s, the report notes, investigators believe Hanjour and others were being directed by al-Qaida leaders to Arizona to enroll in aviation training, some "without being told why."

When they got to Arizona, they were not alone.

"It is clear that when Hanjour lived in Arizona in the 1990s, he associated with several individuals holding extremist beliefs who have been the subject of counterterrorism investigations," the report states. "Some of them trained with Hanjour to be pilots."

"Others had apparent connections to al-Qaida, including training in Afghanistan," the report adds.

The commission report also addresses the so-called "Phoenix Memo," a July 10, 2001, e-mail warning FBI headquarters about numerous Middle Eastern men training at Arizona flight schools.

The detailed message from a Phoenix-based agent, Ken Williams, was ignored by higher-ups at the bureau.

Even if the FBI had acted on the recommendations, including a request for intelligence checks on all foreign students attending civil aviation schools around the country, the commission report concludes, "we do not believe it would have uncovered the (Sept. 11) plot."

However, the commission added, a better handling of the memo may have "sensitized" the FBI to clues during the next few months, including an investigation of a key lead, Minnesota flight-training student Zacarias Moussaoui.

Besides filling in more history of al-Qaida's early history in Arizona, the 9/11 report adds detail to Hanjour's activities and his web of Arizona associates.

Most of those figures have been a target of media research, and most have come up in FBI interrogations since the Sept. 11 investigation began.

Islamic leaders in the state said Thursday that the report is old news.

"These are the same names that we have been asked about since 9/11," said Mohammed As'ad, director of the Islamic Center of Tucson.

He said the bin Laden associates filtered in and out of the mosque because it was the only mosque in town.

"They kept to themselves in their own little group," As'ad said. "They were not involved in anything going on in the general (Muslim) community."

Al Muhajiroun triggered outrage in 2001 when it praised the September 11 hijackers as "the Magnificent 17". It has been condemned by moderate Muslim groups for its extreme anti-Semitic and anti-gay views.



In his letter to Al Muhajiroun's leader Anjem Choudary, Mr Livingstone said his group did not have permission to hold a rally in Trafalgar Square and had not applied for permission."

PASTOR ASSASINATED WHILE PREACHING IN CENTRAL SULAWESI

CENTRAL SULAWESI  (ANS) -- Rev. Susianty Tinulele of the Presbyterian Christian Church of Central Sulawesi (GKST) in Palu was shot dead while speaking from the pulpit during the 6.00 p.m. service on Sunday, July 18.

Four masked men, who arrived by motorbike, opened fire with machine guns on the preacher and worship team. Rev. Susianty was shot in the head and died instantly. Four teenage worshippers were hospitalized with serious injuries and one (a 17-year old girl) has since died.

Rev. Susianty is the latest victim of what appears to be a campaign to assassinate Christian leaders in Central Sulawesi which began in November 2003. She had taken food to GKST pastor Rinaldy Damanik in prison two days before her death, and her support for him may be one reason why she was targeted.

Central Sulawesi's police chief, Brig. Gen. Taufik Ridha, believes the campaign to kill prominent Christian figures may be an attempt to disrupt this year's elections in Indonesia. When police arrested suspected Jemaah Islamiah militants last year they found detailed descriptions of church services and lists of Christian officials.

Violence is also directed against Sulawesi Christians who are not church leaders. The night before Rev. Susianty's death, Mrs Helmy Tombiling (35) died from nine stab wounds to her chest and stomach, which were inflicted by attackers outside her home in Poso.
