If he didn't know they had them, but said they had them, then he still lied. Whether they ACTUALLY had them doesn't matter. (At least, that's my nomination for the spin)

Typically defecting spies bring over the most valuable secrets they could steal before flipping sides as their bride price.

Three hidden nukes is a hell of a convincing bride price, if true.
