They can neither sponsor, nor truly prevent this behavior from happening. Technically they could enforce Texas' criminal statutes on public lewdness and use them as a basis to expell these persons from the park. I suspect that Florida has similar laws that would permit Disney to do the same thing.

I suspect that Florida has similar laws that would permit Disney to do the same thing. Disney has some sort of deal with the state of Florida that allows Disney to do its own law enforcement. They almost never have any outside law enforcement officers one their premises
