Doesn't look like he's too credible:
"Wagner was convicted in California in 1988 of lewd and lascivious acts with a child under 14, court documents said. He was being held without bail. "
He also explained away what the cops found. This "story" looks like he is looking for some mercy and attention.

Night scopes for rifles are very expensive. So are good night vision goggles. Anybody might have some old kevlar, and even felons sometimes have pistols and a bag of ammunition. Add in the gentleman's specific religious persuasion, though, and the materials on aircraft piloting: this incident looks like "we" caught a sabateur or enemy operator.

His attorney, Angela Campbell, said the items found in Wagner's vehicle weren't illegal for average citizens to own and suggested that Wagner and his wife, Linda Maguire, were targeted because they are Muslim.
Books written in Arabic, including the Koran, along with hundreds of pages printed from the Internet on the Iraqi war and terrorism, were found in Wagner's vehicle.
Wagner and his wife, who was at the court hearing, are both Muslim converts. Wagner and Maguire married in a Muslim ceremony, but they are not legally wed. They have a 9-year-old son together.

A man taken into custody Wednesday night when police found a suspicious device in his car has been identified.
Michael Wagner, 44, of San Diego, is charged in Pottawattamie County Court as a felon in possession of a firearm for a pistol he was carrying. He is also charged with solicitation of a felony and providing false information. Wagner and a woman he was traveling with were pulled over for speeding just outside Underwood, Iowa, on Interstate 80. Police found a bomblike device in the SUV they were driving. The device turned out to be no concern and the woman was released.
... He said he wasn't wearing his Muslim headpiece as he drove his wife and many of their belongings.
"As a Muslim, you try to go incognito," Wagner said. "He got one box, pulled it out, cut it open and the first book he picks up was the Koran. His eyes got really big," Wagner said.
Wagner said as soon as the trooper realized he was Muslim, he called in the terrorism task force. At least 20 investigators arrived to sift through his van. They found enough to be suspicious.
