It's a regular M-4, with a 30 round mag. The rectangle on the forward right of the weapon is a PEQ-2, which projects a dot you use for aiming when using your night vision. The sight looks like an ACOG.
As to their lack of kevlars, body armor, or LBVs, they were probably doing something like eating in a secured location, heard some incoming, and got low. You're not always going to be in full kit, you will always have your weapon handy. It doesn't strike me as suspicious, except in that the photo is zoomed up and on these two, excluding their surroundings.
