Arab states haven't invented a pencil sharpener in the last 500 years. Without a smarter country to sell them weapons, they'll be lost. Let's see, the Russians won't sell to them, we won't sell to them, the Chinese won't sell to them ... that leaves North Korea and the French. Not a cakewalk, but... do-able.
It wouldn't surprise me that Israel and Russia will be cooperating on security measures. Arab states use Russia for weapons. Not much more.
