Quietly manufacture 100,000 RPG rounds that are DESIGNED to detonate when the launcher's trigger is pulled. Then equally quietly put them up for sale in the Kosovo-Syria-Pakistan-Iran-Saudi arms markets.

It's been done. No point doing 100K of 'em tho, because
even a stupid enemy catches on pretty quickly, and learns
to read and verify the armory marks on the cartons.
... do have to wonder about some of those Pali "work
accidents" tho ...

That was done with hand grenades in Viet Nam. Worked about four times then just turned into booby traps.
