This is a good point. Also, government always uses official, firm sounding terminology even when making routine reports. It's easy for the uneducated to mistake the 'tone' of these reports to be desciplinary in nature, when in fact it's just routine military terms stating the Bush missed his physical and can't fly agian till he takes it. This stuff must have been, (and probably still is), very routine in the Guard.
Others have said that the military term is a "medical", and not a physical examination.
