I agree. This is not the time to bicker over the consolodation of power in Russia or their attitude toward Chechnya. They just lost 350 people including children. We should be supporting their effort to go after our common enemy.

You are incorrect - Putin is not doing away with all local elections. He is adopting the British and French models were regional officials are appointed by the central govt.
True fact - Don't be shocked - but London's mayor was appointed by the ruling party until 2000 when for the first time the mayor of London had to stand for office via direct election by the people of London - Londoners elected a communist!!

Personally I see no difference in Hitler and his slaughtering and the modern day German making $$$$ of Saddam butchering and slaughtering his people under that scam of "OIL for rotten Food" program.

The reason this is significant? The US has been increasing its influence in the Middle East since the 1973 Yom Kippur War, mostly at the expense of the Soviet Union and its Russian successor state. The Russians' last strong foothold was Iraq -- Saddam had been paying for the finish work on the most advanced Soviet/Russian fighter plane, until he ran out of cash and stuck them for a really big bill.
The US overthrew Saddam and liberated Iraq. The Arab League (see other thread) just called on all member states to recognize and fully support the US installed constitutional regime.
The Russians had also been working the other side of the street, building technical and financial ties with Iraq's enemy Iran. Although it appears that Iran is next on the US' hit list, I'd be surprised if that involves a US invasion or occupation of any kind, unless under UN auspices.
The EU is not enthused by US activity in the Middle East, because the bulk of their petroleum supply comes from there. Once the Middle East's hardcore dictatorships (Iran, Iraq, Syria, Libya, and to some extent Sudan) are replaced by modern democracies, the people in those countries will be fans of the US, and not the EU which was content with the dictatorships as long as the oil kept flowing.
The Russian tie with Israel is a return to base -- Stalin's USSR beat the US to recognizing Israel by about ten minutes, and Syria berated the Soviet Union for its support of the newborn Israeli state. Czechoslovakia-built fighter planes were some of the first fighters Israel had, and were the first it had in quantity (if memory serves). The Soviets and the US cooperated in a "crash" training program for Israel's airforce, which took place in Czechoslovakia.
Official Arab support for the PLO has been wavering for a while, and the only strong support (as in rhetorical) Arafat gets is from Libya. :'D Damn, that George Bush just doesn't understand the necessity for international coopera- oh, wait... I agree, but then so does the U.S. and almost every other country in the world for that matter. luckily Adoshem watches over Israel. That is what counts. by the way, Shana Tova v'metukah everybody (happy new year) may it be a sweet one.

Interesting, didn't know that. But the French and English systems are more set up from monarchies.
In one way this is a smart move. There is probably people trying to influence the governorships (probably not the right title) and have some of the states break away. Putin's move may be to limit this.

The President of the USA's office was created to be a blending of the monarchy and Prime Minister as well. Senator's in America were appoined to the senate and not directly elected until just recently. This is a big move by Putin - a change in system - but it is not indicative of a dicatorship.
