Terrorists In Chechnya Phoned Subscribers In Different Countries

GROZNY, September 22 (RIA Novosti) - Terrorists in Chechnya phoned subscribers in the Untied Arab Emirates, Germany, the Czech Republic, Poland, Austria and Turkey.

It has been reported that the security services had detained Natalia Khalkayeva, aged 31, an active member of illegal armed groups who provided the funds and trained female suicide terrorists. "The detainee is a contact of bandit leader Yunadi Turchayev, on whose orders she acted as a courier and contact with other bandit leaders," said Major General Ilya Shabalkin, of the Regional Staff of the counter terrorist operation in the North Caucasus.

In his words, a satellite telephone was bought and registered in an Arab country and delivered to Khalkayeva in Chechnya. "She used the phone to talk with subscribers in the Untied Arab Emirates, Germany, the Czech Republic, Poland, Austria, Turkey and several other countries in Europe and the Middle East," said Col. Shabalkin.

"They discussed the delivery through bank transfer of funds collected by agents of international terrorist organizations for terrorist attacks and recruitment of young girls to act as suicide terrorists," the general said. Besides, Khalkayeva also discussed the purchase and delivery of weapons, military uniforms and technical equipment for bandit groups in Chechnya.

She has recently traveled outside Chechnya several times for meetings with the accomplices of the illegal armed groups, who handed to her funds collected by representatives of international terrorist organizations abroad. "The funds Khalkayeva brought to Chechnya were used by bandit leaders to organize terrorist attacks and recruit young girls as suicide terrorists."

Khalkayeva has been charged with involvement in illegal armed groups and illegal transfer of weapons and munitions. She has been arrested by court decision and put in a pre-trial detention ward.

General Shabalkin had told RIA before that the FSB, working jointly with the Interior Troops, held a special operation, delivering a serious blow at the system of financing and training female suicide terrorists. The general said Khalkayeva, a.k.a. Kheda, is a blood sister of Khasan Khalkayev, who in 1998 went to the Krasnodar Territory jointly with the bandits of Arbi Barayev and Beslan Chalayev (they were killed in 2001-2002 in Chechnya), where they kidnapped several local residents for ransom. Khasan Khalkayev was put on the federal wanted list for his crimes.

FINANCING FOR TRAINING SUICIDE BOMBERS IN CHECHNYA STOPPED


GROZNY, September 22, (RIA Novosti) - The Federal Security Service of Russia, together with interior troops, has carried out a special operation dealing a serious blow to channels used to finance the training of female suicide bombers, Major-General Ilya Shabalkin, a representative of the regional headquarters for the counter-terrorist operation in the North Caucasus, told RIA Novosti.

He said that the secret services had detained 31-year-old Natalia Khalkayeva, an active member of illegal armed formations who supplied money for the training.

"She is also known as Kheda and is the sister of Khasan Khalkayev, who in 1998 with bandits Arbi Barayev and Beslan Chalayev (both killed in 2001-2002 in Chechnya) went to Krasnodar Territory to kidnap several locals to get a cash ransom for them.

For these crimes Khasan Khalkayev was put on a federal wanted list.

I wonder if anyone at the Kazakhstan embassy received a call:

MOSCOW, 22 Sep - RIA "Novosti". In the center of Moscow a member of the Kazakhstan embassy has been killed, an information representative for capital criminal police (GUVD) reported to RIA "Novosti".

"Fifty-two year old Abragim Dzhumaliyev was shot at 20.00 Moscow time at his home on #4 Ruzheyniy alley," the agency's spokesman said.

According to him, an unknown assailant shot at Dzhumaliyev not less than five times, but it hit him only twice. Supposedly the criminal shot a silenced pistol, since no one heard shots, the GUVD representative added.

An operational-investigative group in now on the scene.

The Kazakhstan embassy in Moscow thus far does not have any data about the person who was killed.

"In employee lists of the Kazakhstan embassy in Russia there is no Abragim Dzhumaliyev," said a duty officer of the embassy.

According to him, the official representative of diplomatic mission had gone to the Moscow GUVD to aid in explaining the circumstances of the event.

The story is continually being updated on RIA News, which uses Java windows to prevent linking to stories.

Since the deceased was shot at five times and only hit twice, I'd rule out the FSB - they at least shoot straight. Perhaps the Chechnyans were getting rid of some "loose ends".
