What is the purpose of the metal fencing around this vehicle?

The fencing is there in case they need ot do a backyard BBQ, the fence is necessary for that BBQ feeling on a nice afternoon.
/ bad joke.
It's there to stopand rpg from hitting the vehicle itself.
And RPG uses piezo-electric detonation, and the fence is supposed to catch or deform the warhead enough to short the detonator out.

A high-explosive-anti-tank warhead will only work properly if it detonates in a very specific orientation to the armor surface. The metal fence is to set off the warhead prematurely, so the blast will dissipate before it reaches the armor.
