The question is often asked whether United States citizens or permanent resident aliens of the United States may legally purchase Cuban goods, including tobacco and alcohol products, in a third country for personal use outside the United States," the notice said. "The answer is no." Show me in the constitution where they get the authortiy to control what a citizen does outside the borders of the usa. Once you get outside of the 12 mile border of america the usa no longer has any authority to arrest you for violating american laws as long as it is legal in the contry you are in its legal for you to do it period. If georgie W wants to beat fidel he has to do it by some other way then becomeing a bigger comunist pr**k then castro.I know georgie boy BRAGGED on the campiagn trail about not ever having read a book in his life that he wasnt forced to for school but damn is it to much to ask him to at least skim over a couple of articles and amendments of the usa constitution?

I'm stunned that preventing Americans from consuming goods outside of the USA's borders is even constitutional. It isnt but this is the same man that signed the campian finance law that he said he knew was unconstitutional but he was more concerned with being a political whore then obeying his oath of office. You know that little thing where he put his hand on the BIBLE and swore to uphold and defend the constitution

"For example, Americans are barred from buying a Cuban cigar in other countries, even to smoke it outside the United States."
Americans are not "barred" from any such thing. Congress can pass a law requiring me to don my underwear inside out but it is most doubtful they can bar me from doing so.
Just for the record, I bought and smoked a Cuban while in China. I wish I hadn't done so. It was not really very enjoyable and was greatly overpriced.
