Praying Chavez and his ilk are destroyed quickly.
This is why I would be in favor of developing technology that would suck the oil out from under these countries (i.e. diagonal drilling). This would have the added benefit of having these countries collapse into the resulting sub-terranean abyss after all of the oil has been removed. I couldn't think of a better fate for Saudi Arabia. They might even run into their master down there.

I don't know, but this should certainly be checked into, IMO. Might run into that old meteor down there, though. Dang.
Unfortunately Chavez is in Russia buddying up to Putin so they can raise the price of oil to $100 per barrel and bankrup the USA.

I don't think they have much in the way of building codes in Venezuala.
So, no water tanks on top, coupled to a sprinkler system?It would have been as a government project. The money in the budget for that likely found its way to the Cayman Islands.

A nitrogen based foam system could be placed in such semi-turd world structures for very little cost(High temp. teflon pipes instead of steel).
