Interesting that the biggest building in Caracas is devoted to government.

Venezuela deteriorates under the Communist leader. This may be actually an operation in the civil war, or Communist sabotage against governmnet departments that are not sympathetic with the revolution.

Odds are its arson by the anti-communist side. The fire started at 1 am in an otherwise empty building. This is probably to be expected after the vote fraud during the referendum.
