As if a collapse would stop with just the top half.

But without all the jet fuel, it may not get hot
enough to melt the steel structure.

So, no water tanks on top, coupled to a sprinkler system?

I don't think they have much in the way of building codes in Venezuala.

It would have been as a government project. The money in the budget for that likely found its way to the Cayman Islands.
