Does anyone have any idea about what happens to absentee ballots once they are received? Are they secured until Election Day and then counted, or are they entered into a running tally? Does it vary by state or locality?
In our early voting here in Texas, each polling place has it's own way of voting. I have been using the touch screen the last few elections here. So they are electronically collected and stored. Paper ballots here in Dallas county would go to the main center in downtown Dallas, I think.I believe the absentee paper ballots are held securely and sorted/counted on election day.
Each state has it's own procedures/guidelines as written by the state legislature which the counties must adhere to.

You're exactly right. And I don't know of anyplace where absentee ballots are counted when received. In practice, you have to ascertain that the absentee voter didn't show up on election day and cast a ballot in person.
