As a San Jose City Council ethics task force debated how to treat council members accused of misconduct, a councilman said Monday he's prepared to initiate censure hearings against colleague Terry Gregory, who faces allegations of coercing local businessmen for gifts and meals.
Councilman David Cortese said he hopes to jump start a council investigation on Wednesday by submitting a censure request with the council's rules committee, which sets the council's agenda.
``I have no reaction to it,'' Gregory said Monday about Cortese's plans.
Gregory already faces two parallel investigations by the Santa Clara County District Attorney's Office and the San Jose Elections Commission. Because of the uncertainty surrounding the completion of those investigations, some council members say the council should open its own investigation to obtain answers as to Gregory's guilt or innocence.
Gregory, who represents District 7, has vehemently denied any wrongdoing.

Hours before Cortese disclosed his intentions, an ethics task force charged with reviewing the censure policies grappled with balancing the civil rights of the accused with the city's need for a swift conclusion. The task force meeting was a prelude to today's council meeting in which members are scheduled to take up their ongoing review of the censure policy.
The task force agreed to examine less punitive options to censure and under what circumstances and conditions an investigation -- independent of censure proceedings -- can be opened.

The delay in the matter is only reasonable--the dems have to give Gregory the opportunity to fix the records and the possible witnesses. Why should justice be prompt? Gregory does not appear to be very swift himself, and he needs lotsa time to smooth this out.
