Bush -- has a genuine mandate.
As I recall, 57% of the electorate voted against Clinton in 1992 and 51% voted against him in 1996.
1992 was the year of Ross Perot, so I think Clinton won with less than 45% of the popular vote. Yet this gushy piece doesn't question whether Clinton has a mandate.
Clinton was so utterly convinced of this "mandate" that his first two years in office were an unmitigated disaster, resulting in a repudiation of historic proportions in the 1994 Congressional elections. It's been ten years since that election, and the Democrat Party still hasn't recovered from it.
(So when does the MSM say this about GWB?)

Clinton got a whopping 43% of the vote in 1992.
You're just being sarcastic, right? Because we all know the answer. Never.

59,209,925 votes for George W.Bush (51.07% of votes cast)
55,638,551 votes for John Kerry (47.99%)
AMERICA 1992
Bill Clinton: 44,909,806 votes (43.01% of votes cast)
George Bush41: 39,104,550 (37.45%)
H.Ross Perot: 19,743,821 (18.91%)
Looks to me that America had a mandate AGAINST Bill Clinton but couldn't agree on who to go with.
AMERICA 1996
Bill Clinton fared better here (spinning against his critics with blame for talk radio provoking the Oklahama City bombing, half of America didn't buy it):
Bill Clinton: 47,400,124 (49.23%)
Robert Dole: 39,198,755 (40.72%)
H.Ross Perot: 8,085,402 (8.40%)
And they say we live in a "divided" America? More of the map (especially at the county level) is one color in the map of 2004.
