No, NE lets a governor name a Senate vacancy for up to two years before the appointee faces a general election.

Unfortunately there have been numberous SecDef's who've had better things to do as young men than serve in uniform. Dick Cheney is one example. Senator Cohen another.
I hpe Rell does well, and becomes Senator Rell some day. I had similar hopes for Rowland. Such a disappointment.
I think Miller would be a great ambassador to France.
