After looking VFR Houston Sectional and comparing with the IAP, EISEN appears to be near the crash site. Since EISEN's approx 1500ft AGL, it's not a minor deviation. Something went wrong before the clip.
EISEN is 5.8 miles from the localizer, the news report said that the plane crashed a mile and a half from the airport. Did the press get it wrong or is that freeway that far south of Hobby? A mile and a half from the airport puts the plane at the missed approach point.
