Well, nothing new. California Dept. of Motor Vehicles had a number of very bad eggs, who were selling the $1000 drivers licenses as well to non-citizens/non-residents.
This crime is not new...

Currently, 10 states -- Hawaii, Maryland, Michigan, Montana, New Mexico, North Carolina, Oregon, Utah, Washington and Wisconsin -- don't require licensees to be U.S. residents. An 11th state, Tennessee, allows illegal immigrants to obtain a "certificate for driving," but it can't be used for identification.http://www.app.com/app/story/0,21625,1163210,00.html

So the new law allows for only 1 form of ID whereas the OLD LOOPHOLE required 3 pieces of ID?
Must be a Dem/LIEb state to use that kind of logic to define a CLOSED loophole.
