Free Republic has now received complaints from numerous news sources requiring them to excerpt. I have little doubt that the Telegraph and Spectator are likewise aware that we're here and we're reproducing full-text versions of their articles.

Since both publications provide the articles with UK-based advertising, there is most likely very little profit in their having US-based readers. I think that if they really cared about the excerpting, they would have asked us to do so formally, which is now a well-established procedure with plenty of adherents.

So I don't think there's any reason to excerpt from publications that have not requested it. For ad-based publications outside of the US, we may be doing them a favour by reducing their bandwidth usage while leaving ad revenue unchanged.

That's brilliant and so true! Of course, no publisher will state that sort of thing outright, but you are correct on that score. Canadian sites might still want to advertise in the US market, but not people based in the UK.
