I watched most of this the other day. Breyer says that since other courts cite U.S. cases, we should do the same, to return the favor and be nice as a world community member. It's just ridiculous that he's on the Supreme Court.
That was my question? Who determines the standards by which a court ruling can be cited? African? South American? What a mess.
