Technically it's not illegal immigration because it is approved by the American government whether you like it or not. Personally, if the government wanted to be consisent they'd allow Haitians to stay too but the US government has not always been consistent. Even so, the amount of Cubans getting here by means of studebakers, pickups on tires, and inner tubes has decreased SEVERELY since 9-11.
