Senator Richard Lugar wants to give the United Nations the same collection of villains and rogues who brought you the oil for food scam the means to raise your taxes.
You read that right! Richard Lugar, with the backing of Condoleezza Rice and other members of the administration, are once again pushing for ratification of The Law of the Sea Treaty (LOST) which will allow the United Nations to impose taxes on each and every one of us.
Many of you may remember that we won this battle last year, when Senator Lugar tried to steamroller LOST through the Senate ratification process under the cover of darkness.
We won because many of you made your voices heard and Majority Leader Frist and other Republicans in the Senate not wanting to rile the conservative base in an election year let the matter die.
But it is not going to be as easy this time around and if we are to put a stop to this travesty we need each and every one of you to join with us and take a stand!

WHAT IS LOST?
LOST is simply another United Nations power grab, initially conceived and brought to the world stage in the 1970s.
Under LOST, a United Nations agency called the Seabed Authority would take outright control of over 70% of the earth's surface and natural resources.
The Seabed Authority would be organized according to the General Assembly model; one nation -- one vote and thus give an organized block of third world nations hostile to the United States the power to:
-- Impose Taxes on the American Public
-- Cripple the United States Navy and Leave Us Susceptible to Ship Based Cruise Missile Attack
-- Empower Rogue Nations Such as China
-- Aid Terrorist Activity Against the United States
President Ronald Reagan refused to sign LOST in 1982, but in 1994 President Clinton signed the treaty and sent it to the Senate for ratification.
The Republican controlled Senate literally sat on this legislation for almost ten years and much of the credit goes to Senator Jesse Helms who was the chairman of the Senate Foreign Relations Committee for much of that time.
Then last year, Republican Senator Richard Lugar, who presently chairs the Senate Foreign Relations Committee, mysteriously gave LOST precedence over other pending international agreements to combat terrorism and literally rammed LOST through the committee under the cover of darkness.
Lugar held two days of hearings and allowed only those supporting LOST to testify. Then he called for the motion to be passed by unanimous consent -- basically that means that everybody voted for it but no one is actually on record as having voted for it -- our legislators often use this maneuver to "cover their tracks" when passing unpopular legislation.
Then Lugar exerted pressure on Majority Leader Bill Frist to bring the matter to the full Senate -- WITHOUT DEBATE and WITHOUT A RECORDED VOTE.

WHERE DO WE STAND TODAY?
During Condoleezza Rice's confirmation hearing on Tuesday, Lugar asked her about LOST.
Rice said in response that the president, "certainly would like to see it pass as soon as possible."
Expounding on that statement she said, LOST, "serves our national security interests, serves our economic interests. We very much want to see it go into force.
According to Andy Fisher, a spokesman from Senator Lugar's office, This is a breakthrough, an indication that they are prepared now to move ahead with a Senate vote on the treaty and will make it clear, I think & to Frist and to other members of the Senate that they want to have the vote now on the treaty sooner rather than later.
Fisher also claimed that the Bush administration did not push the Senates treaty ratification last year, so as not to rile the activists.
In other words, now that the election is over, Members of the Senate are much more willing to return to business as usual.
Paul Weyrich actually said it best. "Conservatives who want to stop this treaty had better be prepared to be even more aggressive this time. Powerful interest groups, notably the oil industry, want to have this treaty ratified despite its fine print that would place their fate in the hands of a governing body called the International Seabed Authority and ultimately the United Nations.

WHY WOULD REPUBLICAN SENATORS SUPPORT LOST?
Big oil and multi-national firms support LOST because it would codify U.S. rights to explore and mine the ocean up to 200 miles from the American coast and would let the United States stake claims to seabeds outside that limit.
LOST means big money for big oil and other multi-national firms and it could actually be of some benefit -- in the short term -- to the U.S. economy.
Also, many of the big oil firms believe that it much easier to deal with one entity than many different entities. In common parlance, its easier to line the pockets of a few corrupt U.N. officials than to line the pockets of scores of corrupt world leaders. Its a recipe for graft.
But there are a few very big catches to LOST...
LOST will give the United Nations sole power to issue permits for fishing, drilling and mining operations at sea. Basically the United Nations will be able to charge exorbitant fees and taxes to companies wishing to mine and drill overseas -- fees that will be passed on to you at the gas pump.
LOST will give the United Nations sole power to levy taxes and impose production quotas on mining and oil production. The United Nations will be able to tell companies how much they are allowed to mine -- the very next gasoline shortage can and may be caused by a group of rogue third world nations literally cutting off our oil supply.
LOST will give the United Nations sole power to establish international courts and other agencies to enforce its dictates. The United Nations will be able to set up "kangaroo courts" to punish any American company that does not comply with it's arbitrary rules.
Provisions of LOST mandate that the United States must share certain technologies with other countries. These technologies will include military secrets.
The special interests wield a lot of influence and throw a lot of money around. To effectively do battle, we need to flood fax machines and we need to show our leaders that there is a clearly defined centralized opposition.

Why hasn't someone run a stake through the heart of this thing, and then buried it in concrete? It's another UN infringement on US sovereignty and should die FOREVER!!!!
Senator Helms, we miss you dearly. Who is up to take over the chairmanship when Lugar retires (I hope in '06 as he'll probably be replaced by an R in friendly Indiana)? Is it Hagel?
The L.O.S.T. is a terrible treaty, and we should do everything possible to prevent it from being ratified.
However, I would like independent corroboration of the risk of its passage. The American Conservative Union could be hyping the issue as a way of getting money and names, since the web page they link to wants us to pay $20 to cover a hundred blast faxes to Senators. I am extremely skeptical that a fax sent to a Senator in another state will have any effect; most Senators only pay attention to communications from their own constituents.
So until convinced otherwise, this just looks like a typical fundraising gimmick rather than something to panic over.
I agree, but if this goes through that will be the last straw. I have washed my hands of most of the government and this would put me over the edge. I always knew Condi was a one world freak and this just solidifies my arguement. Both political parties are taking us down the same road to hell, just in different lanes.
How the international seabed authority council of authority works
The Council
The first Council of the Authority was elected by the Assembly at the second session of the Authority in March 1996. In accordance with paragraph 15, of section 3, of the annex to the Agreement, the Council shall consist of 36 members elected by the Assembly in the following order:
(a) Four members from among those States Parties which, during the last five years for which statistics are available, have either consumed more than 2 per cent in value terms of total world consumption or have had net imports of more than 2 per cent in value terms of total world imports of the commodities produced from the categories of minerals to be derived from the Area, provided that the four members shall include one State from the Eastern European region having the largest economy in that region in terms of gross domestic product and the State, on the date of entry into force of the Convention, having the largest economy in terms of gross domestic product, if such States wish to be represented in this group;
(b) Four members from among the eight States Parties which have made the largest investments in preparation for and in the conduct of activities in the Area, either directly or through their nationals;
(c) Four members from among States Parties which, on the basis of production in areas under their jurisdiction, are major net exporters of the categories of minerals to be derived from the Area, including at least two developing States whose exports of such minerals have a substantial bearing upon their economies;
(d) Six members from among developing States Parties, representing special interests. The special interests to be represented shall include those of States with large populations, States which are land-locked or geographically disadvantaged, island States, States which are major importers of the categories of minerals to be derived from the Area, States which are potential producers for such minerals and least developed States;
(e) Eighteen members elected according to the principle of ensuring an equitable geographical distribution of seats in the Council as a whole, provided that each geographical region shall have at least one member elected under this subparagraph. For this purpose, the geographical regions shall be Africa, Asia, Eastern Europe, Latin America and the Caribbean and Western Europe and Others.

Look at how the United States would become subservient to states that have very large populations (China, India) and they most assuredly would vote against the United States doing any seabed mining operations to purposely disadvantage us.
The principal function of the Authority is to regulate deep seabed mining. The Authority is required to give special emphasis to ensuring that the marine environment is protected from any harmful effects which may arise during mining activities, including exploration.
The areas reserved they show on their website just happen to coincindentally be guess where? Off the west coast of the USA and south of Hawaii.

It's a horrible treaty and would be a step in the erosion of our independence. It's not getting much coverage from anyone on the right. Makes me think that talk radio is not much better than MSM.
I've e-mailed Rush and others many times to talk about it but I get nothing. Hugh Hewitt finally had Frank Gaffney on after three e-mails to him.
We need to stay on top of this and get it defeated. I don't understand why our congress-critters want to disslove this country. GWB wants it as well as Condi. I can't figure it.
Don't know who is next in line to chair after Lugar, but imho if it is not some looney leftie like Teddy Kennedy or Barbara Boxer, how could it be somebody worse than Lugar? After all, Specter is busy with Judiciary and doesn't have time to chair this committee too.
Unfortunately, every day brings a new kick in the teeth from "our side." I have a feeling that the '06 election will bring a reversal of fortune for the Republicans. They don't seem to realize that we are watching and a lot of us are fed up with their maneuvers and it's only month # 1.
You're right, its beyond comprehension that our own government would want the demise of the United States, yet the evidence builds daily that our government is reliquishing our sovereignty to international treaties, protocols and agreements, and worse yet, all these agreements appear to originate from the United Nations.
Now Anne Venneman left off being Sec. of Agriculture to join the UN and head UNICEF, Colin Powell has been named by some to head the World Bank, etc. We need laws that prohibit anyone in high office to take jobs in international governments. When they choose the UN, WTO or World Bank as a career path you can be sure they are going to do things while in office that will smooth the path for them as international bureaucrats. Since most don't take or don't value their loyalty oaths, the American people might have to do something to protect themselves from these jaspers as they make their way into international organizations.
The UN just got through stealing hundreds of billions of dollars and our government still wants to give them control.
