CASEY WIAN: The U.S. Supreme Court has ruled that children of illegal aliens are entitled to an education in this country, some say the Colorado Department of Education has taken that too far.

Until this week, its Web site offered a Spanish language brochure called Survival Guide for Recent Arrivals to Colorado. Along with information useful to legal immigrants, it contains tips clearly intended for illegal aliens.

The guide advises "The job of the police is not to report you to immigration"; "Always carry the name and phone number of an attorney who will take your calls"; Some lawyers help illegal aliens for a very low price"; and "Many businesses employ illegal aliens since they do not have the responsibility to investigate the legal status of employees.

The guide was endorsed by Denver's Mexican consulate, but it also contained a welcome message from Governor Bill Owens who says he thought it was advice for legal immigrants.

Funding came in part from First Data Western Union, which profits from illegal aliens sending money home. The guide even mentions Western Union and includes a sample family budget showing $200 for relatives in Mexico.

While it's off the state Web site, it was still on the Denver public school district's Web site late today

DOBBS: I mean, I just -- this leaves one almost speechless. How in the world does Governor Owens justify both his imprimatur on that product in permitting a state government department to produce it?

WIAN: He says that he thought it was a guide for legal immigrants. It's, frankly, very tough to square with the reading of the guide, even in Spanish. It's very clear that a lot of the information in it is directed at illegal aliens, information that legal immigrants would probably have no use for.

Governor Owens ordered it removed from the state's Web site this week after Colorado Congressman Tom Tancredo wrote a letter of protest.

REP. TOM TANCREDO (R), COLORADO: It's amazing. What would the Mexican government do if we did something like that? They would immediately file a protest. Yet we are really silent on it because I think we are co-conspirators.

WIAN: The booklet was produced and distributed by an immigrant education group called Focus Points Family Resource Center. It said in a statement, "The guide tries to inform people of their rights. It informs people how to navigate the community safely."

REP. J.D. HAYWORTH (R), ARIZONA: Lou, good to be with you.

DOBBS: Let's start just -- since it's a border with a state you represent, at least in part, what in the world is the Mexican government thinking? Have you figured that out?

HAYWORTH: Well, Mexico apparently has decided rather than being an ally of the United States, it will be a willing accomplice in illegal immigration and now in the wake of the Proposition 200 vote in Arizona to make sure that government benefits are only going to folks with legal status. Mexico even says it wants to go to the World Court at The Hague and somehow try to reverse the decision of the people of Arizona. Let me just take this opportunity, Lou, to tell the government of Mexico that the people of Arizona make the laws of Arizona and not the government of Mexico.

DOBBS: And as you know, Congressman, it is not only the Mexican government upset about the fact that representative democracy is working in the state of Arizona, but there are interest groups, open- border lobbying groups and interest groups all across this country very upset that the people in Arizona actually have a democracy in which their will can be formed to become law of the state. What are your thoughts on that?

HAYWORTH: Well, Lou, we have a fundamental choice it seems to me in this constitutional republic through representative democracy. Either we protect our borders in a time of war or we sacrifice the future of our republic on the funeral pyre of the politically correct. And I would say that all these advocates who have jumped on an open borders policy are really flirting with a significant danger, a danger that transcends economic problems and goes to the heart of our national security.

DOBBS: And the president, a member of your party, President Bush, is absolutely -- there are a number of expressions for it, but apparently without reserve going to go ahead with his amnesty program, guest worker program, and is perpetuating what is effectively an open borders program in contravention of everything you just said is the appropriate policy.

HAYWORTH: Well, this is the point that several of us have made to the president individually, and we continue to make, because, Lou, it begs this question -- if folks won't obey existing laws, what makes us think they will obey any new laws. Certainly if history is any guide in the wake of Simpson-Misouli (ph) and that form of amnesty back in the mid to late 1980s we have not seen a curtailment. Indeed we're witnessing an illegal invasion. And amongst the Mexicans coming north are folks who intend to do us ill, I believe.

Just -- case in point, Lou, a visit to the border station Nogales where the people there said, gee, Congressman, we picked up an Iraqi. He claimed he got a green card in 1978 but that begs the question, why is he sneaking into the United States? And why was his Spanish so much better than his English?

So the bottom line that I take to the president in the midst of this profound disagreement is that border security is national security, that there are serious questions and not only about our future in terms of national security, but a flashpoint on Social Security, with the so-called totalization agreement with Mexico. That would be wrong.

DOBBS: Do you think you'll be able to defeat it should the administration ultimately decide to bring that forward for congressional approval?

HAYWORTH: Well, we are going to work very hard. I have sponsored a resolution of disapproval. It's important to clue your audience in. I know they're up to date on this issue but a totalization agreement is a type of retirement program reciprocity. We have it with other countries where Americans work abroad, but when you take a look at Mexico and the sheer numbers of people, the Social Security Administration only estimates that about 50,000 Mexican workers would avail themselves of this program. You and I and your viewers know that the numbers would be in the millions and they would jeopardize Social Security monies.

DOBBS: And the basis of totalization and reciprocity with 20 other countries as you point out in each instance, we're talking about legal immigration, not illegal.

HAYWORTH: And under this provision, if a Mexican citizen had only been legal one day, all that time when they worked illegally conceivably could be counted into a pension fund and could go in terms of Social Security dollars. It is a wrong-headed decision, and I've spoken to the president personally and asked him, at least on this issue of totalization, to forgo that. It's just the wrong policy.

I think we should just say to hell with it, annex Mexico and then we`d only have to worry about the Guatemalans. Make mexico a part of California, change Californias name to "Mexifornia" but then on the other hand the liberal scum there would increase then the kommie Kerrys of this country would get a bigger electoral vote come next Prez election. Like Chuck Heton would say "It`s a mad hoooouse!"

Rep. J.D. HAYWORTH: Well, we are going to work very hard. I have sponsored a resolution of disapproval.

The only problem is that this is an unconstitutional legislative veto which will not stand up in court.

The only one who can reverse the totalization agreement is the man who's ramrodding it --Bush himself.

Hayworth, like Dana Rohrbacher, is using this as political posturing for future reelection bids so that he can say, "I tried to stop this, but the courts wouldn't let me. I deserve your money and your votes so that I can continue to work for you in Congress."

So far, to my knowledge, Bush and his SSA has not submitted the signed proposal to congress for review. My guess is that they are biding their time until it can slip under the radar. IMO, the amnesty program is a smokescreen.

Once the furor over it dies, expect to see the totalization agreement quietly slipped to congress and have them rubberstamp it while no one is looking, probably around the beginning of July when everyone's attention is focused on our 'patriotic beginnings'. Seems like an appropriate time for such an irony.

We've whooped Mexico once, then we let them have Mexico instead of keeping like we could have. I think we ought to whoop them again, depose vicente, REALLY make them a part of the United States.

If they want to be in the USA so bad - we should make sure they are.

A guide for recent immigrants that was deported Monday from the Colorado Department of Education Web page will be readmitted to the site today, minus tips that some said aided the state's illegal residents.

State Board of Education member Jared Polis expressed outrage Thursday that the guide had been removed from the department's site, www.cde.state.co.us, after U.S. Rep. Tom Tancredo, R. Colo., complained to Gov. Bill Owens and others that it aided illegals.
The Spanish language Survival Guide for Recent Arrivals to Colorado was produced two years ago with support from the Salud Family Health Centers in Fort Lupton, Focus Point Family Resource Center in Denver, First Data Foundation Western Union and the Mexican Consulate in Denver.

Material that Tancredo and others objected to included a section that said many employers hire illegal immigrants and information on which organizations are obligated to report illegal immigrants.


About 10,000 to 20,000 guides have been and are being distributed, unexcised, in hard-copy form through hospitals, clinics and other Colorado outlets.--snip----

We should, I work with Mexicans and you wouldn`t believe the stories they tell me about the corruption. You wouldn`t believe it in a million years. They can be walking down a street and the cops just drive up to them, shake them down and take their money, or some pervert kills women and he just pays off the cops and they let him go. You ever hear of all the dead women they find in the desert? That`s an underground network of all the sickos from the USA and other countries who go there to get their rocks off. The rapists and sickos pay off the cops and the cops let them do it, so word gets around and even more of these sick bastards go down there. All the pedophiles, all the predators, it`s like a Disneyland for them in Mexico. There`s absolutely no law down there whatsoever, and the US recently told Vicente to cut stop this bull and what did he do? Absolutely nothing. If you wanted to kill someone, you could do it and get away with it if you had the money. Then you got the corrupt companies down there..The bosses take all the cash and pay the workers nothing. One guy was telling me he did 3 months of work in a factory and he was told over and over he would be paid, then one day he went to work and was told he could not be paid because the boss took all his money and left. What are you going to do, go to the cops? It`s a cesspool down there. If I lived there, I`d be risking my life as well to get into this country. The problem is not the Mexicans or the illegals, it`s the scumbags who are allowed to run amok. But of course if the US sent troops down there the liberals would scream bloody hell because whereever evil thrives, they love it. Liberals want to support and feed evil as much as possible.

Your right. Today Tony Garza, the ambassador to Mexico, just handed over $5 million to Mexico to help them solve the murders of 400 Mexican women since 1990.
