You forgot to add the huge loop holes allowing for unlimited immigration.

I don't know if this had a stipulation for it, but I know the trade agreements that they signed last year did (I think for Chile & Singapore).

CAFTA does not change any immigration laws. It even goes out of its way to state that explicitly.
