Officials told Canadian media that Mr Martin would make a formal announcement later this week, when he returns from the Nato summit in Belgium.
He had previously backed participation in the system, designed to detect missiles fired at North America.
A majority of Canadians are opposed to the programme, opinion polls suggest.

Those evil Americans trying to protect Canadians from getting hit by nukes. It really just one step away from total occupation and Nazism.
They are following the same argument that Libs made against SDI: it will spur an arms race. It is a specious argument, but that has never stopped liberals before. Also, refusal to defend oneself if a major part of appeasement.
Well the wind would blow the fallout south during the winter so I guess we have to defend them. Doom
They have become "Al Qanada".
Fine! Let Canada take care of itself. Don't need them, never will!
I wonder if there is a way for us to allow those headed for Canada to get through.
actually,
I kinda like the idea of the debris from the missles landing on Canada......
I like that also. I have a friend of mine in the Army who has been in Alaska for several years now guarding an anti-missle site.
They think that if we're nuked they won't get hit. Oh how wrong they are...
My friends back home in Canada almost univerally believe that the missile defense system is both unnecessary and nonfunctioning. Non functioning because they have been told that the technology does not work and the few tests that have worked were stage in such a way to give a positive demonstration. They also believe that it is unneccessary because Canada has no enemies to throw nukes her way and that if the U.S. develops a less agressive and more cooperative foreign policy, hostile nations will be less inclined to pick a fight and if they did, the U.S. could obliterate them. My Canadian friends have been p#ssified by PC.
From what I've heard, the problem is that the radar stations in Canada need to be upgraded for the system protecting the U.S. to work. Without Canada's permission, that won't happen and the system will have a big hole from most northerly missile approaches.
Right, and we know that opinion polls administered by the CBC or Globe and Mail are bound to be fair and accurate. /sarcasm
Martin is a political coward who runs screaming from even the slightest shadow of a problem.

Sure. Deployment will start an arms race and China will spend itself into the dust bin of history like the Soviet Union did.
HA HA.
Those who say "it can't work", are very poor scientists.
I will be delighted when the next election comes in Canada and we won't have to put up with this rubbish from Martin any longer. It is likely that the Conservatives will win, thank God.

Cautious optimism at its finest. I find it hard to believe however.
This was something I saw in Britain and I see now in Canada - there is a point when a party has been in power too long and the patience of the public just snaps. It happened in 1997 when Britain threw out the Tories. The Canadian Liberals are drowning in far more sleaze and incompetence than the British Tories - my reading of the situation suggests that the public's patience has snapped and they'll throw the blighters out.

Mr. Dithers says "No!", and he means it!
Until he slides off into a subtly opposite stance.
He is one pathetic human being.
