It does appear that Michael is not performing all his duties required as guardian, best I can tell. Some are a matter of opinion, but whether or not he's filed reports timely is something which is pretty objective.

While related, it's still a side issue to the fact that Florida law allows the tube to be withdrawn. Fix that, and then you can focus on removing Michael as guardian. But at least there won't be the constant threat of an execution day for Terri.

A judge is supposed to be impartial.

I think that you'll agree that he has long since lost any impartiality if he ever had any. He wants to see a specific outcome. He is not supposed to care who wins. It's clear that he wants her to die.
