Unless you're a Floridian, there's not much pressure that can be applied to the state lawmakers. But if lawmakers fail to deal with a hot button issue with voters, they realize they could get voted out. Written letters and faxes get more attention than emails. Phone calls are noted, too, even if they're not returned.
Let them know that you expect quick action and that there will be hell to pay if there isn't.
