Winn Dixie may have been put up to calling the towing company I doubt that there were enough cars in the parking lot to demand a tow, considering that Winn Dixie is normally in a building and parking lot that has other stores and service centers.

Usually in most towns, the city tower makes a lot of money and makes sure he buys tickets to all the fund raisers for the local politicians, so there may be a connection.
