My Daddy always told me, "Follow the Money". This is just another reason for members of Congress, all of them, Dems and Republicans, to not close the borders. This is just another example of money they can spend that they don't have to account for.

If we had the FairTax, HR25-S25, it would put an end to all of this. They would pay taxes on all goods purchased with whatever money they make, under the table or otherwise.

It looks like his employers have a great scam going. They tell him they have to withhould socialist security, then pocket the money. They undoubtedly withhold federal, state, and local taxes as well that go into the company coffers. Many of them are paid in cash. There is no withholding. That's why a consumption tax makes sense. They'd have to pay something on anything they buy...though it wouldn't be much...and that's more than we get out of the cash-under-the-table economy now.
