"Isn't Sandy Berger a big enough fish to fully prosecute?"Sure, if you want to tip off your enemies that Berger destroyed something important...and by all means prosecute him "fully" if you don't want to use him as a double agent.
It would certainly make me feel better to see Berger jailed for 20 years, so why should I care if pursuing that path blows an intel operation?
By all means, jail the fat creep.
