The Russian police's cybercrime division has warned that Russian hackers are the best in the world.
"Everyone knows that Russians are good at maths," said Lieutenant General Boris Miroshnikov of the division known as Department K. "Our software writers are the best in the world, that's why our hackers are the best in the world."
Speaking at the e-Crime Congress in London on Tuesday, Miroshnikov said that the casual teenage hackers of the past developed their techniques as they grew older.
"It used to be naughty boys (doing this)," he said. "But now they've grown up. They realize if you are clever at something then you should use it to earn a living. They are hacking to get rich and uniting over networks."

You might never have heard of valentina, but it is a very efficient Russian relational database engine that is found embedded in a wide variety of software. Highly commercial and highly successful, but not particularly visible.
I don't think that it is a lack of software skills that holds back Russian software from commercial exploitation in the West. I beleive it is far more likely to result from a lack of commercial, financing and marketing expertise.
The very same things that underlie the fact that there aren't Russian car dealerships in every East Coast city of the United States.
You may cite a lack of quality - or lack of competitivelness. I say yep, exactly my point.

I want to correct a mistake: The valentina database is not Russian, it is Ukrainian, as is its developer, Ruslan Zasukhin.
Still, it's slavic.
It is a good thing that you made the correction; I have known Ukranians who would have beaten someone with a bat for calling them Russian.
